What? A person fails to pay their parking citations and you think an insurance company will cover them against being "booted"? How ridiculous is that!
Professional liability insurance? For the parking enforcement officer who boots a vehicle? Is that what you're asking about? If so, the officer has immunity under state law while performing his/her official duties in a constitutional manner.
So far, the US Supreme Court has not found parking citations to be unconstitutional, or booting of a vehicle to be an "unreasonable seizure" under the Fourth Amendment.

no a private company needs to be insured. This is GA and we have private companies booting cars(as a service of there company) So would the company need Professional liability insurance and what companies offer insurance for private booting companies.

You are looking for General Liability insurance, not Professional Liability insurance. Professional liability is for the negligent conduct of persons in their business, such as doctors, nurses, lawyers, insurance agents.
Your concern is, apparently, damaging a vehicle when applying a boot, or possibly booting the wrong vehicle.
Where are these companies booting cars, and at whose direction? On public streets at the direction of a city agency? In an off-street paid parking lot owned by and at the direction of a private landlord? In a condominium complex at the direction of the condo association or its representative? Or do people just randomly pick other vehicles to boot and then demand money to remove the boot?
Your post remains fairly vague as to whose liability for what acts you are seeking insurance.
The "person" who most likely needs the insurance is the person directing the booting activity (the "principal") itself, not so much the company providing the booting service (the "agent") (other than for direct damage to a vehicle, by a booting service employee which would be covered by the booting service's General Liability policy).
If a principal orders his agent to perform a service, the principal is liable for the negligent acts of the agent. If the booting service boots the wrong vehicle, the person ordering the boot is liable. (Liability can be assessed jointly and severally, depending on the circumstances.)
Regardless, it is still a General Liability issue. And the nature of the risk and the likelihood of a claim arising will largely determine the premium.

In order for my company to receive a permit to operate in the city of Atlanta ga. I must have general liability insurance for my company but must of the agents I talk to have far less knowledge on this subject than you.
I am just looking for a company,agent who can get my company insured to boot cars.
Thanks for the information it was great to talk to someone knowledgeable on this subject.

Any local agent or broker can obtain a Commercial General Liability policy for you. You probably want to "package" that with a Commercial Auto policy, since your employees will be driving your vehicles in their work, and possibly a Commercial Property policy to cover your office and equipment, too.
