other drivers insurance company decided my truck was a total loss. I told them i did not want to keep the car but would not offer to salvage my car. Said it was my responsibility. Insurance said they will only pay the ACV less salvage amount of $3700.00 which they estimated. is this legal in California? why is it my responsibility to take care of salvaging car?

What the other party's insurance company has chosen to do is a bit unusual but not unlawful. What they are deducting for the salvage value must be reasonable, and they should be able to give you a list of salvagers who would pay you that amount, making you whole. If they cannot, you sue the at fault party for any shortfall.
