I hold a WA DL and work in OR. I had a fender bender while uninsured. I just got notice my license is suspended from OR. Very minimal damage to other car that i am paying for on pmt plan. I am now insured. Where do i try to fix the situation WA or OR ?

Well, this is strange, to say the least. The State of Oregon may or may not have this kind of reciprocity with the State of Washington. Maybe InsTeacher knows the answer to that.
But if the problem was created in Oregon, and it's a valid problem, then it has to be fixed in Oregon, too. Contact the Oregon Dept of Motor Vehicles and find out what they need. Certainly an SR-22 at a minimum. Man up and buy the insurance before you make the call.
My guess is that if you were stopped by law enforcement in Oregon in your present "condition", they could impound your vehicle and snatch your WA driver license, and maybe even toss you in the slammer.
Again, InsTeacher, who lives near Portland, probably knows the exact answer. I'm 1000 miles south at the moment.

Driving without insurance is never sensible, whichever state you might be in. In all probability your driving privilege in Oregon has been suspended, and not your license. You need to contact that state's DMV and go through the reinstatement procedure.
It doesn't matter whether or not you are insured now - Never attempt to drive in OR till you set things right.
