My husband was injured in a car accident in October, we have sent medical bills to Progressive Insurance repeatedly and the adjuster refuses to return our calls. This certainly does not reflect well on Progressive Insurance Co.

Why? Can't know that as I stopped reading minds a few weeks ago.
If you left the adjuster a message and it's not been returned in 48 hours, call that person's supervisor. If you leave a message and don't hear back in 24 hours, call that person's supervisor. In any case, you can also file a complaint with your states Dept of Insurance. The insurance company usually kicks those complaints up pretty high and are required to answer the complaint. If a carrier gets too many complaints then the DOI might want to perform an audit of the carrier. Carriers don't like audits.

Most states' insurance laws require insurance companies to communicate with your at least once every thirty days until your claim is resolved. If this is not happening, make a complaint to the Dept of Insurance immediately. Unfair claims practices such as this usually get the attention of the regulators.
Failure to communicate is one of the most frequent violations found during "market conduct exams". In CA, for example, when determined to be a "general business practice", the fine for such failures can be $10,000 per offense.
