My husband’s driving record is not exactly spotless but but it was only his car that we had a couple of years ago. He added me to his insurance. Last year, I myself leased a car. We continued in spite of the high rate. A few months ago he got involved in an accident and the vehicle was totaled. Consequently, rates went up. Now I want to remove his name from the policy. I know that this will prohibit from driving the car. But I’m just trying to lower our rates. We are paying huge just for one car and when my record is spotless. We are just trying to save some money. Thanks!

Most carriers won't write the policy with him excluded as 1) he wil be driving a vehicle and 2) most likely if he does, the state will still require the carrier to pay the claim (you are the owner and you have insurance).
