Do I send a cancellation letter to the insurance company or to the local agent? Or both?

I would send to the agent...and note on your copy when you sent it, etc. Follow up with a phone call to make certani they received it. Note that as well.

That's because you don't know what you are talking about. All cancellations should be handled directly with the insurance company and NOT the agent.

Why not with the agent? Well, for one thing, the agent gets a commission for every month the premium is paid. If the policy is cancelled, he may have to refund some of his commission to the insurance company, so there is a possibility that the agent might withhold that information from the insurance company just long enough not to have to pay back any commissions.

You should also deal with the insurance company by phone first, and follow up with a letter to the company only if necessary. If you want to send a letter to the agent as well, that's OK, but it is not necessary.
