Because the cost to repair the vehicle was 80% of the value. Are you asking why an insurance company would consider a vehicle a total loss when it "did not take on water"? I suspect that that is a lie. I'd run as far away from that vehicle as I could. It's almost guaranteed to have a lot of damage that you will find only after you have bought it. My guess is that you'd be flushing money down the toilet and hating yourself later on.
If you want, obtain the VIN and pay Carfax to see if they have claim information on the vehicle.
