Can self-Insured Company refuse to pay a driver directly?

My vehicle was moderately damaged by Delta Sonic during a car wash. They accepted responsibility for the accident, since it was all on video, and damages and agreed to pay once I got two estimates. I got two estimates, both around the same amount, and presented them to Delta Sonic for payment. Delta Sonic then informed me that since they are self-insured, they would not pay me directly for the damages to my vehiclae and that they would only cut a check to a collision after the repairs were complete. I plan on selling this vehicle soon and I do not want to pay for a new paint job. Can Delta Sonic force me to have the repairs made? How can I force Delta Sonic to pay me directly for the damages which I understand is the requirement in NY state once liability is established? Please help, I feel like Delta Sonic is bullying me!!

It's their money. Do you want it or not? If you are planning to sell the vehicle, I would think a new paint job would be beneficial and increase the selling price.

How can I force Delta Sonic to pay me directly for the damages which I understand is the requirement in NY state once liability is established?

Sue them in small claims court and get a judgment.
