How can I force a self-insured corp to pay me directly?

Can a self-insured company (Delta Sonic) refuse to pay liability damages to the vehicle owner directly even after they have accepted responsibility for the damage? Delta Sonic is insisting on paying the collison shop directly for damages to my vehicle and I thought that I had the option of repairing my vehicle or not as I saw fit. I provided two estimates per their request. What is the law or guiding principle in this case? I live in New York State. What are my options to force them to pay me directly?

That's correct. But if you want money from the at fault party, their request to see the completed repairs is reasonable.
Want a different result? Sue for your damages and see what you get. The court can award any amount it determines is reasonable, all the way down to $0.
