Can the other party g after the insured's home
It makes no difference in what state an auto collision occurs, if you are the damaged party, you cannot "go after" anything until you have a judgment in hand from a court of law.
If you obtain a money judgment, then you may be able to "attack" the property of the at-fault party who owes you the money awarded by the court if they do not pay the amount owed within the time frame set by the court. An attorney will tell you how to do this properly.
