hit a deer. A front rim damaged along with wheel, insurance replaced. My question is can I get the right front covered based on safety factor

No... as it' not a safety factor. If you think it is, feel free to provide documentation of this. The wheel is the same. People have one tire replaced all of the time.

I think it is not included in the safety factor. You should check your policy agreement for correct information.

There would be nothing in the policy about this, other then it would be allowed as a "repair".
