It's 100% legal to own a vehicle without a license as its not a requirement. A person can legally own a vehicle without being abel to legally drive it. Those are two different things and the license is not a license to own... it's a license to drive.

An insurance company should not (and can't really) write an auto policy for someone without a drivers license. I don't know of any insurance company that does not require a drivers license number to write a policy as this is how they determine what the risk of the policy is. Also, they should not write a policy that has zero exposure. That is, if they write a policy for someone who cannot legally drive then what risk are they insuring? None. There is only one possibility.. that the risk they are insuring is that someone is going to illegally drive.Again, no insurance company would knowing do this. However, a person without a license can get an insurance policy as long as there is a license driver listed on the policy.

Some companies do offer auto insurance without a driving license but there are certain conditions that need to be fulfilled.
