My in-insured daughter hurt ker knee at a friend's pool party. She needs surgery to repair torn ligaments. Might she have a possible claim against the friend's homeowners policy?

Yes but payment depends on the type of coverage they have an what happen. More to the point, was the homeowner negligent in some way.
Most/Many homeowners policies contain Medical Payments coverage. This can be paid to someone who is injured on the property regardless of what happen. Typical limits are either $1000 or $5000. The important part about this coverage is that it _only_ pays for actual medical expenses.
If the homeowner was negligent in some way then you might have a liability claims against them. This would fall under their liability coverage and typical limits are $100,000 and above. Liability coverage will address medical expenses _and_ pain and suffering.
