That is actually how replacement cost works. They will pay you the actual cash value of an item and once it is replaced, you send in the receipt(s) and they will issue the remaining amount. If you decide to upgrade from a 19" TV to a 40" flat screen, they obviously will not cover the difference.

As for them sending an adjuster out, it sounds as if they attempted to handle this over the phone/mail. Once the loss reached the company's threshold (10,000) they send out an adjuster. Companies will attempt to handle small (dollar amount) claims from the desk until they reach their threshold to save on adjusting costs, since they may not have a staff adjuster in your area and may have to hire an independent adjuster. The phone adjuster may not have known that the claim was over their threshold until they got off the phone and did the calculations.

Since the computer was on the police report list it really shouldn't be an issue. It probably just comes down to the threshold. Once the adjuster comes out it shouldn't take long.
