When a person applies for personal health insurance in the state of California, is it possible to be turned down if you are a smoker? Also, do they require blood and urine tests? Would they turn you down if you smoked for awhile, but quit?

Each carrier has their own underwriting rules. You may not be turned down if you smoke, but I would guess your rates would certainly be higher, and with good cause. NEVER lie about it, they most certainly can request whatever tests they'd like in their application process.
