Health insurance policy can be defined as an insurance policy which provides the protection for the medical expenses or treatments if the insured becomes sick or injured due to accidents. Health insurance policy pays a specified sum for the medical treatments. In the US people rely more on the private medical insurances than that of government agencies. It was estimated that 4,519,000 Californians lacked health insurance in the year 2001 according to an interview based on the data from CHIS 2001. Additional 1,753,000 persons were uninsured at least some of the preceding 12 months.

• Employment based health insurance covers nearly two-thirds of all non-elderly adults and children (18.7 million).
• Medical and Healthy families combined over 16% of California children and adults under 65.
• 15.2% non-elderly persons remained uninsured, together with privately purchased insurance and some additional public programs.

According to the independent survey conducted by Kaiser Family Foundation and the Health Research & Educational Trust (HRET), the employers of the California are still offered more coverage in comparison to the nationwide employers.

The other important findings of the survey are as follows:

• For single coverage the average monthly premium across all plans is $321 and it is $858 per month, for family coverage;
• California workers paid $41 per month for single coverage in 2005, and $240 for family coverage on an average;
• Only 35 percent of the state's lower-wage firms offer benefits, compared to 72 percent of higher wage firms; and
• In California, HMOs cost less than the national average, but PPOs cost more.
