My question is why do they(insurance co) need to access all my medical records instead of the ones pertaining to the date of and after the accident?
The insurance company is entitled to know if you are claiming an existing injury as new. It's called INSURANCE FRAUD. If your past health history is "clean" then you have nothing to be concerned about.
Do I have the right to stipulate the time period they can access?
Going backwards in time? NO. Going forward, YES. You can limit the authorization to any amount of time up to 10 years into the future. It must not be unreasonably short (like 7 days) -- 12 months into the future is OK, but it could mean they might come back to ask for another authorization if your claim is not settled by then.
