If Car Retained the Title "SALVAGE" 3 Years Ago Ca

I just like to know if anyone knows the answer to this question:

If the car with a salvage title (over 3 years with the title) and car is approx 8 years old, and has been legally on the road and is drivable and road worthy but since it was in an accident not long ago. The repairs were made, car seemed to be running great. But it has a few other irritable problems with same claim and the insurance prefers to total the cafr instead of put any more money to fix it.

It has not yet been settled. We are in negotiation. I still havde the title to the car. I would like to buy the car back from them once they settle. Are they allowed to refuse? Would they sell it to me for the same or similar price as if they were to auction the vehicle. Also if they sell it to me I assume they will not insure this vehicle again, since they are abourt to pay it of. And what exactly is the procedure if they decide to sell it back to me. What are the steps as far as the government is concerned. I assume I have to pay sales tax again. Anything else I have to do? Your help in this matter would be greatly appreciated. This is CA state by the way.
