She is almost 14. They did not want any paperwork til she is 18.

What kind of paperwork? Being under the age of legal majority means she won't be able to directly receive the benefit if it is paid, instead it'll be held in a trust with her named as beneficiary of the trust, with the state set up as the trustee.
There is a way to prevent this...

They said for her not to file for it til she is 18. So they do not want any paperwork such as death certificate or accident report til then.
