To make a long story short, Mom lets son drive her truck, he hits me, he is at fault, but her insurance denied claim because he wasnt on the policy. Whats my next step?

Do you have UM or UIM coverage? You can make a claim on that.
But if the driver was not registered, you really don't have any chance of getting paid from his mother's insurance policy. You can sue them for your loss though.
