the person is in a nursing home and has part a & b and has parkinsons his cobra insurance expired and he is looking for additional health coverage

Well, one may find it fairly difficult to get a health plan with a pre-existing condition. Parkinson, normally, won't get covered by the private health insurance providers. But there are few alternatives available, such as-

Catastrophic plans- though it won't cover the doctors' visits, prescription drugs and few other benefits are not covered under this plan, but it would cover major medical expense and nursing home stays.

State plans- state sponsored plans are ideal for people suffering from major health conditions. Often pre-existing health conditions are not covered under the private health plans or may cost dearly in terms of premium. The state plans are inexpensive and provide coverage for individuals suffering from Parkinson disease.

You may also check with the local government Health Benefit Counselors. The counselor can help you in deciding the health coverage you need, also he may extend assistance in getting you different state and/or federal government run programs.
