All licenses in the insurance industry are issued under the authority of the state, however, the federal Violent Crime Control and Law Enforcement Act (18 USC 1033, 1034) specifies that persons who have committed certain felonies are prohibited from being involved without a consent waiver from the state regulator. If your felony specifically involved a money or property crime, among others, you will need the waiver. There is no statute of limitations on when the crime/conviction occurred.

In most states, any felony conviction within 5 years of the application for an insurance license will result in denial of the application. When an application has been denied, it will usually mean that a new application cannot be filed within the next five years.
A DUI is not the kind of offense that would prevent someone from being licensed, but your husband's timing may be wrong. Contact your state's Dept of Insurance to discuss the matter BEFORE submitting an application.

I was convicted (plea deal) of possession of a controlled substance. Would I be able to qualify in the state of Illinois. My conviction was 17 years ago.

Your conviction was not for any of the offenses that 18 USC 1033 is concerned about. But you may be required to attend a hearing to discuss the matter.

It could. The offense is within the scope of Sec 1033 and will require disclosure and a consent waiver. If you have no other criminal history, you should be able to obtain the waiver. On the other hand, if you were to fail to disclose the event thinking it won't be found, and indeed, it was not found initially, but was found later, you would be guilty of a federal felony and could be fined $10,000 and sentenced to up to 15 years in prison. So you probably don't want to consider that path.
