Can you obtain a license to sell life and health insurance if you have a misdemeanor but no felonies in the past 10 years?

Hello I was convicted of misdemnor forgery back in 2013. It has been dismissed under 1203.4. I was wondering will I be able to get my license. I was only 18 at the time now I'm 21 turning 22. I'm a changed man and I am looking for a long term career.

I was arrested to petti theft (under $100) which is a misdemeanor 2ND degree. I have not received my court date yet. So the case is still open. Do I report it and if so can I still get the 215 license ?

My brother got a misdemeanor like 3 or 5 years ago. He had his tags from his car expired and changed the year. When the police pulled him over, he realized the year was changed with a marker, and gave him a misdemeanor for that. Now he want to get his license in health insurance, but he is not sure whether to disclose that in the application process or if he will be denied. Will he have trouble with that in the future when he wants to obtain is license?
