Can you obtain a license to sell life and health insurance if you have a misdemeanor but no felonies in the past 10 years?

It doesn't matter how long ago the conviction occurred, under the Federal Law that prevents some felons from being involved in the insurance industry, your crime probably requires a "consent waiver" from your state insurance commissioner/superintendant/regulator. That's the only person who has the answer to your question.

I was convicted of petty disorderly person in NJ in 2009. NJ does not classify crimes as felonies or misdemeanors so I am unsure of what is will be considered in CA. I recieved a $414 fine which I paid. Because it was just a fine I am not sure if it will be considered a misdemeanor. My record was expunged and according to NJ expungement laws I do not have to disclose my record and can legally answer No to questions about prior arrests and convictions. My attorney advised me of the same. I live in CA, passed my insurance exam and applied for my license. I answered No to the questions about prior convictions.

My application is now being reviewed by the background department and I received a 45 day letter saying they need more time to review my applications. What do you think will happen?

NJ does not classify crimes as felonies or misdemeanors

New Jersey does a few strange things, this is one of them. The Code of Criminal Justice labels what other states call felonies as "CRIMES". Your conviction as a "DISORDERLY PERSON" is a misdemeanor by another name.

What you fail to state is the nature of the offense. Whether the conviction was expunged or not, it must be revealed in your license application, which you did.

It can take the CA Dept of Insurance up to 8 or 9 months to decide whether to summons you to an Administrative Hearing to determine your fitness for a license, and, following the hearing, another 120 days after the judge renders a decision to either accept the decision or reject it. So don't expect anything to happen too soon.

About 3 years ago I was charged with a misdemeanor of a possession of a faulty check. Would this affect my ability to get my 215 insurance license to sell. This occurs in Florida.

"Charged" or "Convicted"? There is a big difference. What is "possession of a faulty check"? Your post makes little sense at this point.
